Welsh apparently, from the battle of Agincourt, Welsh archers were toasting cheese sandwiches(possible including ham) using their arrows over a fire when the French attacked by surprises and one bloke shot an arrow with the sandwich still on it, it struck him but the molten cheese cauterized the wound(complete bs) but he took that as inspiration for the croque monsieur

it is literally impossible for an entire country to be "good" or "bad" at making sandwiches. it depends ENTIRELY on the specific restaurant or person making the sandwich. the boulangerie I live next to makes excellent sandwiches and I've had fancy sandwiches in Italy and Britain.
just because spaniards make the abomination that is a 'bocadillo de tortilla' doesn't mean that they aren't capable of cooking up a mean chivito, for instance (well, chivitos are uruguayan, but they're a common sight in spanish bars and are tasty)

Wales is part of Britain, to isolate Wales and treat it as something special is something that the Scots do all the time, even though they are misguided.
When it comes to good sandwiches, it all comes down to quality of ingredients, both Italy and Britain has good sandwiches with quality produce but they are not the same as the ingredients differ.
French don't make sandwiches as such, they are more of an open sandwich with Pâté and cheese but most importantly the bread, a fresh French baguette cannot be replicated outside of France, for some bizarre reason.

Welsh only became equal a mere 100 years before slavery ended. And the only reason why was Henry VIII reluctantly honoring his late father's wishes because the Tudors were off welsh descent.
Before then under the norman law they had the same worth as africans.
Also the sheepshagger meme was because thieves who stole livestock across the boarder would claim they were fucking the sheep they were poaching instead of stealing, because the crime for buggery was a few days under arrest whereas thieving was hanging.
So as the doomdsay records were being made, there were a metric ton of fines for sheepfucking across the welsh border.

the veracity of the story itself is certainly doubtful but no, sticking a sandwich onto an arrow and hovering it over a flame in the same manner you would toast a marshmallow for a while would not ruin the arrow. you could just clean it after you're done, the arrow itself wouldn't burn unless you're shoving it directly into the flames (which would burn the sandwich and not be ideal). if you can reuse an arrow after shooting it at a Frenchman, you can reuse it after sticking it in a ham sandwich.

britain has the best claim because it's the first industrial nation. sandwiches are essentially a quick meal for factory workers, and the individual ingredients only become cheap with industrial production. feudal peasants would never dream of using bread on something so extravagant because bread was expensive. once you have industrially produced bread and processed meat the cheap sandwich becomes a natural and essential feature of life.
france lagged behind britain in industrial development. italy was dirt poor for the 19th and 20th centuries and had to learn its sandwich culture from its own emigrants. the british invented the sandwich but it was perfected in america
