I've seen people saying that Marisa can actually fly without her broom, but is there any official statement from ZUN saying that?

this led people to believe she uses it strictly for aesthetic purposes. she also does not use her broom in GFW's extra stage. i think it's been a long time since we've seen her fly without it, though, so maybe her ability has degraded if it ever existed.

Just like how Sakuya uses knives only because she believes they're a non-deceptive form of magic, when she's perfectly capable of using other forms of magic and danmaku.Reminder she figured out a more practical use for the Hakkero where Marisa couldn't.

In Symposium of Post-mysticism, there is an article about that extra stage in GFW, you can see her flying on a broom. So the portrait of Marisa without her broom in GFW was probably a mistake.

Lotus Eaters Chapter 48 has a scene where Reimu flies down to the bottom of the Genbu Ravine, but has to wait for Marisa, who is without her broom and climbs down. This very strongly implies that Marisa can't fly without her broom.

I can't recall any instances outside of the games where Sakuya flies, so I'll take it to be a non-canon convenience for the sake of gameplay; similar to the omnipresence of danmaku.

This is essentially how physics explains spacetime, though Sakuya is kind of breaking it her own way. A more physics-accurate ver would be that she has gravity powers herself, hence warping spacetime to fly by falling or making time speed up and slow down relative to her.

Marisa went out of her way to do the whole mountain climber act and Reimu even nagged her about doing it and not just flying by way of complaining about her taking so long to get down.
If anything, since Marisa controls her broom as seen here, and her broom can lift herself, Marisa can just make herself fly if she wants.

Reimu nagged her for "playing at mountaineering" specifically, which doesn't really imply that Marisa can fly without her broom. Of course this is the English translation, but I doubt the Japanese implies this either.
Another point would be that Marisa forgot that Reimu can fly on her own. How could that happen if Marisa herself can also fly?

It's known that Touhou characters already hold back via spellcard rules, but some people fail to recognize that some characters hold back on top of already holding back by using their preferred type of fighting instead of their whole reperotoire.
Alice is probably the most famous example, a magician that can use other forms of magic, including using her grimoire, but just prefers to fight dolls.
There's Marisa, who can do all sorts of magic and can basically copycat almost all types of attacks, but prefers to do straightforward magic attacks because it's more fun and stereotypical (iirc she's also attuned to water magic, but prefers and uses more fire-related magic). This stems to Marisa being a larper who will get fully into a role as long as she thinks its fun, and will also nerf herself just to stereotypically act that role (hence the "Ordinary Magician" title).
Reimu who rarely uses most of her 10 quadrillion bajillion abilities because she's too lazy to use them unless she explicitly needs them, so she just resorts to stabbing people with needles. She's capable of casually manipulating space like Sakuya and boundaries like Yukari (both stereotypical Shrine Maiden abilities), and also the whole summoning gods schtick she can actually use well enough now.

Also, I think it's a given that every character that appears in the games can fly without tools. It's opposite logic in Gensokyo in contrast to real life. You have to prove someone can't fly on their own.
Wakasagihime can fly, Mokou can fly, Marisa can fly, Sakuya can fly, Reisen can fly, etc. Everyone capable of fighting in the series can fly. Free flight is probably the most basic magic any being can learn.
The manga are just that it's far, far rarer to have any character fly. Hell, even Okina walks in the manga.

Ye, no shit humans are sandbagging. Sakuya's capable of throwing something at the speed of light and can create armed time dopples, who knows to what extent, probably ad infinitum more than Flan.
And if that wasn't broken enough, she can rapidly accelerate an object's aging process, like with the bamboo shoots. That likely involves somehow speeding up it's kinetic energy, along with elements assisting the growth, down to the molecular level without incinerating it.
Which means at full blast, she could possibly accelerate the edges of her blades, vibrating them into high-frequency weapons.

and it's likely because, again, barely anybody flies anywhere else but the games, so ZUN probably just thinks it extra awkward to include a mermaid outside of water
Both in the "why would she be there" sense (a limitation a lot of characters in the series have) and that it just looks wrong

Her tail only loses the underwater graphical effect during her spellcards, otherwise it always looks like she's swimming. I find it just as likely to say this is a graphical limitation/oversight than to say that she can fly. Shoulda put her in the Manzairaku WaHH chapter.

Reimu's a more interesting case as she usually can't practically remember all of her niche utilities unless she actively studies them. She's more like a traditional magician in that respect than Marisa is.

"Non-lethal" for Touhou characters is different from non-lethal in real life.
Mokou literally burns herself to ash over and over again in both IN and the fighting games yet she's complying with the spellcard rules. A bunch of flying knives is normal in comparison to the mountain-sized nuclear fireball that Okuu created in FDS.

The biggest hurdle of this line of thinking is ironically Reimu, who is demonstrated to be of regular human durability whenever someone actually manages to land a blow on her. She can't survive getting shanked by a real knife, so Sakuya has to be doing something to moderate that.
Also, the spellcard rules state you cannot fatally injure your opponent. There is no rule that says you can't fatally injure yourself.
