Not all units have an equal chance of turning up in case you had that assumption.
I'm no statistician but chance can always lead to funny things given a big enough sample pool. I've played since global launch and had a similar experience (the same unit twice in a row) in a past FP.

Tier list is a waste of time, if anything people should simply create an utility list of the most used and useful characters and completely bypass the prowess.

Most units are a one time thing depending on the BS that the jew in charge bestows upon us, some of them will save your ass on the 120 trial, but that's fucking it, you don't go around using them everywhere only because it saved your ass once, or twice, maybe thrice like what happened with me with C3 Reimu nuking the 3rd gauge by chance.
She sucks, yet she did save me a couple of times.

If you are interested just on EXFES units, for my point of view:

Ex Yuuka ain't that bad, same applies with Ex Sakuya, Lily, Daiyousei, Kosuzu and Sumireko above the others and also Mamizou, then you have the 2nd choices like the 2nd Ex Sanae, Kutaka, Flandre, Minoriko and Shizuha are not terrible but damage/anomaly wise Ex Sakuya is better, I do have Aunn too, as I have 18 exfes units, all bricked minus Eika and my experience with some of them it's like

Ex Lily with the correct buffs can shit more stable and sometimes higher damage than Shinki, right now most of sun related stuff is done through her, then I simply yolo anything else with MV Kasen and Gengetsu, or double F1 Reimu. Generically speaking I use Shinki only inna tower

Ex Yuuka was a fucking surprise, sometimes I pick her over F1 Koishi which still is a fucking power house (cept for that troon and his believers)

Ex Sumireko just here to buff or to cover when C5 Koishi falls short

Ex Mamizou on her own planet

Ex Kosuzu many times she does better than C5 Mokou

The rest for me is mostly a one time only as I use yang units for daily Phantasm arena, DS farms are now pointless for me since my droprate is fucking 0, I don't care about ranked and you also should. limited EB are a fucking puzzle, but ofc if you have units capable to 1t each annoying gauge you should use them above anyone else, but this should never grant them any kind of special spot on the tier list.If anything F1 Koishi should be at the top cause

F1shi is one of my go-to "she just works" units. She's strong, she ignores turn shenanigans from freeze and paralyze and she can be paired up with L80 Yuyuko to essentially clear a free gauge, and that duo has the option of being joined with C3 Yuyuko for even bigger damage. Her biggest weakness is her need to rely on story cards and other friends for P if you want to use her beyond a single turn.

Ultimately, NN is probably still greedy. I'm sure dolls are still an absurd price and mirrors are still overvalued. I don't look at the prices. They've still got the paywalled Aya Assist units with no alternative to acquiring or raising them (and they may have added a couple of tiers to Aya Assist since you last played). There's still an oversaturation of Epic-tier units. Every new event you can grind event points for one epic doll, one relic doll and two jumbo dolls. New events now last for a month instead of 2-3 weeks. We went a long time without a collection banner but they ended up running one like last month or so. It felt like NN has been on autopilot these past months but anniversary seems to have stirred them awake again.
This update they're running a campaign placing some of the rarer items (blank lucky mirrors, relic dolls, jumbo dolls) in the Moriya Unmapped (the roguelite mode you mentioned) reward pool for a limited time. Drop rates remain to be seen, though maybe someone playing JP can let us know if it's worth grinding out or not.
It's not all bad though. They've introduced some QoL improvements (you can now search story cards by name and filter by effects) and a couple of new systems. Luck now goes to 300. Past 100 doesn't help item drops but you can now feed luck points into a friend's stats or luck buffs. Luck buffs can reduce a friend's spirit cost or with this new update give them extra P at the start of battle or prevent their heart from reaching purple. This update also introduces respeccing a friend's luck points for 200k coins so there's no need to fret over making an immutable choice on where to put your points.
They added Collection which is a system that lets us passively limit break story cards over time without needing dupes. It takes like a month at its fastest speed to limit break a card by one stage but you can put in up to 5 cards at a time. It also has slots for up to 5 friends so you can raise their luck passively over time.
Fundamentally, it's the same game. If you're on global and feel like revisiting, this is probably a good time to do so since anniversary is launching with this ongoing maintenance.

Don't know. I haven't checked it out yet but I can say I haven't seen any GS content in this game. It's still all Touhou and Touhou-based accessories.

A6 Mokou was not as annoying as the last two stages, the problem is they are nerfing literally everyone through bullets and classes, I was once again saved by NY Koishi and Ex Yuuka, cause the same problem from the previous DS arose.

One fucking unit literally tanking everything, had to stagger 2nd gauge because Hecatonk, 1st gauge was dealt with L80 Kasen, F1 Marisa and F1 Reimu, F1s could not nuke 2nd gauge cause fucking yin defense forcing me to either risk 2 turns for buffs/debuffs and waste more time managing all premium cards at my disposal, or simply do chip damage, switch to NY Koishi, Ex Yuuka and Shinki, have Shinki and Yuuka stagger the other two, use one two party barrier restore card, focus all SC against Hecatonk, once done, nuke last gauge with LW

Since I'm no longer spending so much money, I did notice that my odds are now fucking shit, I was hoping to reset it by sparking Retro Takane, yet as per usual (cause it happened last year too in the very same way) I got Takane at the 140th pull, I was lucky enough to mix the pulls for C3 Toyohime and got her straight after that, but now Yorihime is draining me, and I do want Yorihime, cause I literally have no fucking good Yin units, can throw EX Fes in the middle cause I literally have fire covered with Shou, Flandre, Satono and partially Futo, but the rest fucking sucks. If EPD packages weren't that fucking expensive I would at least MLB Autumn Nitori, Nurse Reisen and if C3 Miko is getting a rerun I was planning to pull for her for the sole reason that now both Ex Kosuzu and MV Nitori can save your fucking ass due their yin/yang mixup.

Giving some task on leveling her up etc. left me with a bad taste in my mouth. I am not feeling motivated to spend money to earn more epic dolls.

I recently unsubscribed from Nitori delivery too. I worry for the future and I don't think my money bring me something I will be interested on besides yukkuri stories / koakuma MV and probably eventual wedding dresses for relic friends.

Also I have challenged myself to not read ruins of memory for friends who I do not own in friendlist. I made an exemption once we had event to read them without having MV Okina but I pulled her later in order to restore balance.
