I'm stuck at shoulder length for almost 10 years and try to do everything right.
I use a mild shampoo, good conditioner every wash, hair mask once a week, a cut of like 0,5-1cm every 4 month to keep the hair healthy and avoid spliss.
Can I do anything better?

how about for now we try getting trims somewhere between every 2 years and every 4 months? maybe your growth is slow/slowing.

i get my hair cut like twice a year tops. What works for me is to just trim it when i actually notice some split ends. if you're trimming before you get split ends that's probably overkill given the growth stagnation. Also, diet/nutrients is important. I eat a lot of eggs, salmon, capsicum, and spinach, which everyone's favourite reliable source the internet says are good, and that seems to work for me. I have waist length hair

First thing is usually nutrients. If you're not eating a good diet, your hair is the first thing to stop growing. Lots of stuff rich in omega 3 like oily fish, chia seeds etc, your hair loves all of it. Biotin can help but only if you're deficient in it otherwise it does nothing.
What brand shampoo and conditioner do you use? A professional can help you identify problems with your hair, for example, it might be too dry and splitting early because of it, you might be overloading your hair with protein and might actually benefit from a stronger shampoo, but these are typically things diagnosed in a hair appt. If you're paying for haircuts every 4 months, might as well get your moneys worth

I could try cutting every six months instead but if I go into bigger intervals I think breakage could become a problem again

I have a very healthy diet I'd say
I avoid heavily processed foods, eat rich in protein and fiber, vegetables, fruits and greens everyday.
And I at least it fish 2 times a month. Can't really afford it much more often it's very expsive. Seeds and nuts also got insanly expensive but I still eat them every now and.
And according to my blood levels I don't have any deficiencies.

Please no my head skin is very sensitive if I use stronger shampoos it starts itching, it gets super oily within one day and I get psoriasis, been through all of that and it only got better when I used milder shampoo and washed my hair less often

The key is to only trim the split ends themselves, nothing else, the problem is that at shoulder length it's just too short to properly assess it and trim it yourself
I don't think your blood test will show if you have enough biotin or keratin in your hair either

Shoulder length is fine. Can pull off plenty of pretty haircuts.
Only way to know for sure is to get bloodtests to see if you're deficient in anything.
Take vitamin d and omega 3 if you have dark winters/eat a Western diet.

And from what I've read so far I already get a lot of biotin from my diet but I mean it's worth a try to supplement

my last blood test is like 1 year ago, not sure if I was tested for biotin but I was tested for some vitamins and minerals and everything seemed fine
I'm just a little low on hemoglobin but it was like this my whole life so maybe that's just a genetical thing

From the sounds of things, namely the itching after using anything but gentle shampoos, it sounds like it could be a scalp issue, which is a common reason hair stops growing. Have you seen anyone about it?
