For me, it's the shear lack of identity and belief in their own promotion. How many times have TNA done the whole "we're teaming with [other promotion]" thing just to let their roster get jobbed out and raided? And even when they DO happen upon a good talent, they fumble hard because they know they'll just go to WWE or whatever. It's like they actively give up any attempts to keep a good worker when they get even a glimmer of a chance that they're moving on. The amount of top tier guys that have worked in TNA is unreal. Look at AJ. They had prime AJ Styles and had him jobbing out to Exfed shitters and 50 year old Attitude Era guys when they could have built the company around him. They had prime Joey Samoey and for the most part put him in filler feuds. They had Joe fucking Hendry for 3 years getting himself over as fuck with the marks on Twitter and they took an extra year to put him top of their card, and then just let him leave to satisfy an NXT crossover. Their lack of long term planning shows that the entire promotion is based on week to week booking like the early 90s WCW shit.

Apart from that recent bad press (not completely undeservedly btw) Carlos Silva has been getting, I checked TNA's roster and I really do like what I'm seeing there. There's a lot there to bring in some lapsed fans and a few kids I'm not familiar with.

Busted Open personnel, lagana and dreamer did multiple preshows and it is insufferable.
They have some bright spots on their roster but too much TV time is wasted on shit like elijah, the righteous, random knockouts no one cares about, etc.
