She's a straight forward brawler, with probably some tricks up her sleeve thanks to artifacts but nothing that changes her core capabilities.
There's too many hax abilities in the high tiers for her to truly be a top dog.
Maybe if she takes to the world well, she could become a color fixer.

Binah is more or less completely nihilistic about a future that is anything but the Head from the perspective of someone who knows everything about the City and the Head so it's not like much will change her stance. She sees her arbiter work as an inevitability of the Head itself and isn't really invested in it personally as much as she considers it just a matter of fact of her viewpoint of the Head's dominion.
That's the stem of her stance as an "observer" and it doesn't really change after Ayin's mindrape, but Ayin's mindrape and the determination and skill by which he proceeded to become and Wing and go about his plan to refine the light gave her a glimpse of a future she had not seen before.
It's not that she's siding with Ayin, it's that her most unshakable belief she held which controlled her was that the Head was indomitable and let herself become the personification of that dominance, so despite still considering herself somewhat as a representation of the Head's dominance (despite also considering herself defeated), she's personally invested in seeing Ayin's plan through because he was able to show her that small glimpse of a future beyond the Head.
Angela betrayal or no, Ayin's goal truly was reached the moment the seed of light gets germinated so beyond that point she does kinda just call herself an observer but take sides whenever she fancies every so often to course correct because we're already on a future she could not see before.
Philosophical babbling while drinking tea is just a personality quirk and hobby and probably what I also would do if I managed to see the depths of both the City's inner workings stared into the Well my entire life without going fucking mental

There's no reason not to think all arbiters are as strong as each other. They simply have the best technologies possible from everywhere, which is why Zena was visibly stronger than Binah, by being over 20 years of progress ahead. If they have ranks we have no idea yet, but idk where did you find that 2nd arbiter dying.
