I mean in the sense that Conquest, because of its built-in difficulty/gameplay elements, deliberately takes away your ability to grind and do optional things, and if you wanted those features back you'd have to go out of your way to get some DLC. Good players who are comfortable with Conquest won't even need DLC, while less skilled players don't have the grinding aspect to fall back on. They can get it back through DLC, but Conquest by itself is not the game that prioritizes the player to get such things.
If a player gets the DLC for an easy game like Birthright, it's because they're the types of players who enjoy the storyline/party-building aspect more, not necessarily because of some difficulty spike.
That's what I meant by those other titles that "are the ones with DLC", but I probably should've said "focused on DLC".

I've beaten 1-5, 6 HM, 7 both HMs, 8 HM, 9 Maniac, 10 Hard, 12 H3, 13 Lunatic, 14B Lunatic, 15 Hard and 17 Lunatic. I don't remember what difficulty I beat FE11 on, but I know it wasn't H5. I'm gonna tackle that soon. I have a 14C Lunatic file that's in the last 1/3rd that I'll finish some day. 3H looks like shit, but I'm sure I'll be bored enough to log it some day.

I'm probably not the best person to ask because I'm pretty biased. I like PoR maniac a lot. It lets you do a lot of neat and fun things. The maps have good side objectives. I really liked building a strong and balanced army that was good enough to chew through the game's bulk.
