The difference is density. You're actually playing more cheats on licheats even if they're a smaller number than com's, because they make up a greater percentage of the total licheats playing pool. Also, they're never getting banned. On com there are far more players, which dilutes the amount of cheats. Because they have more players, technically there are "more cheats", but not actually in your playing experience. And the cheats you do face, will get banned.

I recently lost to a guy who has won his last 50 blitz games in a row (probably more, I stopped counting) and has had an account for months. I reported a new account that had a ton of wins at 95-99% acc and it took them almost 2 weeks and 200 games to ban him, so I didn't even get my points refunded which I didn't even know could happen on .scam
Even just a year ago someone like that wouldn't have lasted 3 days, the definitely cut down on cheat detection
Lichess is even worse though he simply would have never gotten banned there, you could give them a billion dollars and they still wouldn't ban most cheaters because their standards of certainty are just ridiculous, they'd rather let millions get away with it than have a single false-positive, online chess is just finished

Good news, I’m online and can help you ezpz. Follow these steps exactly and do not skip any of them. IF you do exactly as I tell you, you will be 1500 in all time controls within 2 years.
1. Create an opening repertoire. You will do this in multiple ways. The first is learning all the typical openings in general (you should be able to name any opening that happens on the board and know the ideas), and then on top of that, play through some lines on your analysis board and decide what suits YOU and your play style. This entails predicting what your opponent might play, and deciding what you would like to respond with ahead of time. Memorize these personalized lines.
For learning openings, I recommend Hanging Pawns on yt. He’s isn’t great, but he’s good enough for your level.
2. Study / watch master games. The best format for this are the online Rapid tournaments that chess24 used to host (any random one):

This shows you how the game is supposed to be played along with instructive commentary, and you’ll pick up a lot through osmosis. Supplement watching these videos with looking through master games yourself. Chessgames.com is good for that.
3. Read at least one chess book. I know modern people hate reading more than anything so I’m not going to overburden you with a reading list that you’ll just put off forever, but force yourself to read at least ONE. The two I would most recommend are Soviet Chess Primer, and Chess Fundamentals by Capablanca.
4. Study every single game that you play. Never just click new game and move on. Win or lose, use the analysis after the game to see where you went wrong, and try to understand why. E V E R Y G A M E. NO exceptions.
5. Play Rapid. Not classical, not blitz. Only Rapid.

Do not listen to that poster. Choose the path of darkness. Simply memorize gambits for all openings. And learn how to make devious pauses which make it seem like you don't know what you're doing. If you play too quickly and confidently they will think you're playing book moves. Play 3+2 blitz or less. This should work until 1500 easily, unless you're on Lichess, it will be even easier.

Consciously not a ton, but through osmosis a lot, and the only way you make progress is by expecting more of yourself and emulating “what would Magnus do”, if all you do is stick to your current level of understanding you don’t evolve.

Yes, when the advantage slips or goes to the opponent play through the top engine moves of what you should have done instead, and compare to what happened, to understand why.

It allows you to play more games / get more reps, forces you to develop some intuition instead of brute force calculating simple moves, while still being long enough that it’s not just blitz bullshit. It’s the ideal time control for a beginner

You're not improving because you're not playing chess - you're throwing pieces around the board hoping something works.
