The best atk scaling sub dps right now are Durin, Ineffa and C6 Fischl. The thing is, even if you aren't interested in Durin and wanna use Fischl instead, Nicole has to compete with C6 Chevy and Durin or Fischl using the new artifact set. That's why she's more of a comfy sidegrade. Ineffa teams don't want Nicole unless there's some whaling going on, but C2 Xilonen is probably better for Flins/Ineffa comps.
As for the artifact set, without a second hexerei, you only get 20% elemental dmg corresponding to the wielder's element. So 20% Pyro in Nicole's case.
I don't even think her kit's philosophy is bad, it's just her numbers are very low tuned for no good reason. Especially when she's unlikely to work with Scheznhayafags.
