Like the pther anon said, only a few hours, if they knew what they were doing. But a lot of amateurs don't, and it takes them more time. Anything longer than a few days is too long.
I don't sell or buy 3D work. But I have some experience selling 2D commissions. For me, a face painting is over $100. I'm not sure how much I'd sell a 3D sculpt for. Probably more than that. Competition allowing

i think i could make that in a day or so, and i would be doing it as a hobby, so like $50? it's an odd one though because the hair has too much geometry for me and there's no body or rigging to worry about, so im not sure why anyone would actually pay for this

depends on the usage, for example your video and image is only showing a bust, or 1/4th of a complete character, if you need just that, maybe 4 to 6 hours of sculpting and polypaint to render an image in marmoset real fast.
If you need a complete character the hoiurs expand to 10 to 14 hours, simply because you would need to sculpt all the body and clothes for the complete character, and then more time for polypaint and then exporting to marmoset for a quick render
If you need a full character for your game or animation then i would say the houras expand to probably 18 to 26 hours, why? because after the full body sculpt you would need a retopo phase with animation ready topology, then uvs, then baking the high poly into the low poly to create textures for your game or animation.
If you want your character more ready for animation then it would be aprox 32+ hours to create all of the above + an animation rig + testing.
