Extremely unlikely, here's my two reasons: 1 Gosho has shown he can confirm some info retroactively (there have been at least a couple (that I know of) "Shinichi's first case" already, Eiichiro Oda style. When you do shit like that, sometimes speculating is pointless. Not saying Gosho doesn't plan long term, just it's not Sera's case.
2 If Sera was part of the plan when Shuichi was introduced, he would have mentioned her. He did not because back then Gosho hadn't Sera in mind.
My personal bet is that Editor-sama asks Gosho to introduce new recurring characters from time to time, and the series format doesn't help:
-if you have recurring non-detective characters, they can't have much space on page
-if they are BO related, they don't need to be on page too much. There's an obvious exception I won't discuss.
-this means they must be either detectives or PD
And since you have to limit overexplanations, you need them to be related to the cast already, because the format ALWAYS requires an ongoing case somewhere.
