Roka is actually eye deep in the conspiracy (there's a conspiracy) and knew it all from the start. He seems dead inside since he knows too much but can't do anything about it.
The conspiracy is the mountain actually used to be a secret body dump for organized crime, but after the former chairman went made screaming about ghosts it's been unused, but under loose watch. However buried there is the hidden treasure of chainman, blackmail on every politician and crime boss in Japan. With the sale of the mountain, the equilibrium is upset, only for the actual ghosts of the mountain to begin possessing people for a battle royal as each tries to bring about an end to unfinished business, which requires a lot of murder.
At least a few of the protags will die and come back as possessor spirits and either a girl ends up in Miko or Miko ends up in a girl, probably Momiji after she's torn apart by wild boars. To make matters more confusing the truth of the possessions is never made clear as to if it's mass hysteria combined with a release of hypnotic frequency generated by the mountain or if it's actually the dead returning and there will be contradictory evidence in both directions because the author will fumble the ambiguity. However they manage to save it and it is later revealed to be a complex interplay between true possession and delusional behavior.
Miko marries a ghost, Roka is foreveralone but that's fine, Momiji marries Makita.

Given how the story started, with Autumn leaves (Momiji) falling to cover up a corpse (looks like Mikoma) I can fairly say the story is going to end up with reenactment of whatever story of the woman buried at the mountain is. The names author chose are very deliberate, I don't know Japanese enough to put the basic story together, I'm sure it will be obvious in a few more chapters.
