Are these kinds of localization changes useful for increasing viewer immersion, or are they completely unnecessary?

This at least makes sense because I think it's worse localization if the character speaks notably differently from the other characters in the original, but sounds exactly the same as them in translation. Like at least something should be done to convey that the character sounds different, even though you could definitely argue that there's no one-to-one non-Japanese linguistic equivalent to Kansai and so whichever dialect/accent they pick to "translate" the original dialect will inevitably still be off in some way
