iirc Issei has a big impostor sindrome as he tries hard to be with Rias and in her level, but also knows he is a little bitch inside, even with the dragon soul. Doesn't try to go all the way because he doesn't want to lose Rias or the other and label him as a sex offender (which the anime doen't do justice, as they show more tits and ass than the LN). But yeah, he has sex later on ~~in a flashfoward dream side story~~.
