Only the later movies were, the early ones were full of quality scenes. But to answer your question the movies were mostly like an hour to an hour an a half on average so it's easier to maintain animation budget/quality as oppose to spreading that out across an entire anime series which is why every other episode looked like shit and toei had to keep outsourcing to other smaller studios and independent animators.
