Instead they not only used it on a Kamijou thing, but not even a good Kamijou thing like telling Mikoto about the whistle and the memories. I don't think the writing for Daihaseisai was all that great, at least the ending. As cool as Touma and Gunha are, the full explanation for them getting involved is they both just happened to wander to the right place at the right time. Mikoto's conflict about continuing to live in Academy City while knowing how evil it is is resolved by Touma saying "don't worry about it babe". Mitori gets off completely scot-free, and Mikoto apparently doesn't ask any questions about what happened to the girl who tried to kill her mother and her two best friends and nearly made her blow herself up. Mikoto also just forgives Misaki for brainwashing her friends and trusts that their memories are now only manipulated in ways that are convenient for her.
