If we're talking before/during the TV show then it's Nana no doubt, she can wipe Maya clean anytime because she doesn't see her as a threat to her reenactments.
After that it's hard to say. There's non-anime stuff that implies Maya can take on Nana but even then it would be a very hard fought battle. There is also something Nana does in the movie that I don't think Maya could feasibly do as well.
