As people have said, Germaine was likely inspired by Devi from Jhonen Vasquez' body of work, and Foamy was likely inspired by similar spastic characters Vasquez liked to include. Most of the latter half of this Volume (26 pages again) is taken up by the consequences of what you would expect to be a slapstick gag at the end of one of those "long rambling wall of angsty text" stories where Germaine is standing on a cliff screaming at the universe and then the cliff breaks underneath her. Suddenly she's in the afterlife, and the grim reaper (a little chibi skeleton named Deadie) points out her own mangled corpse to her. This is of note for two reasons: One, this is the first time Foamy speaks out loud (he's also dead, he got ran over like right after Germaine died), and Two because these 2 pages I'm posting are dropped right in the middle of these vignettes about her being Dead as a complete non-sequitur.

Most of the stuff I skipped past this time is exactly what I thought: Germaine being a pearlclutcher despite her punk demeanor because she can't stand the idea of another woman being in control of their sexuality out of a lack of connection with her own sexuality. Once Dana herself comes back though there's no real dialogue between the two, it's just sex gags because JIM is treating her like a half-strawman where she makes coherent points but does it in a silly way which kinda undercuts these points.
All this bullshit is only worth commenting one BECAUSE the whole point is these characters exists as a mouthpiece for JIM's perspective and he hasn't latched onto Foamy as his Metatron yet.

I'm gonna be doing something a little different with the pics from this and the Doodle Book. I'm gonna be posting the different versions of Germaine together so there's a semblance of a chronology. I'm also gonna be splitting pages in half (since there's 2 unrelated panels on each page) so the filenames are gonna say #A for the top half and #B for the bottom. While this may bloat the image count, I still wanna do it so there aren't a bunch of half-assed crops floating around.
Which reminds me: if any of you are saving these pics, make sure you either do it via Desuarchive or you append something like ?x to the end of the URL. 4chan's image hosting kneecapped itself a few years ago and broke the MD5 system so it could compress every image posted by less than 1% yet still hosted the original images if you do the ?x trick. It doesn't need to be an x, it could be any character, but it's just what I default to for some reason. Desuarchive somehow is able to scrape the site to get the proper original pics so all the ones it hosts are that size by default, so it's probably easier to go on there and open all the pics you want in new tabs to save than to manually change the URL on every pic here. If you're too lazy to save it the right way, I hate you.
