Well, if a girl seems to be enjoying spending time with you and you think she's cute, you simply express that to her.

Obviously it's all way more complicated in real life but if you really had to boil it down to its bare essentials its just about get her to respect you on some level (being intelligent, hygienic, having a job ect) and making her feel like she's having a nice time and is at ease around you (read body language and social cues) then you pay her compliments, tell her what you like about her and so on.

As for meeting girls, it kinda depends. Here in Scandinavia, I'd say it's way easier to meet girls through things like courses, work, school, etc. (Take a course in something you find interesting, either you'll meet a girl or ingratiate yourself into a wider social life if you are actively social). Tinder, Hinge, and so on are incredibly vain and not worth your time.

Also if you ingratiate yourself in the right social circles then parties are a extremely good way to get laid or meet a girl, most of the times I've gotten laid in my life was 16-18 when I was out partying all the time. Its more fast paced, less socially restrained and women are generally less picky at parties.
