If that's the reaction you're going to get then sex isn't going to happen, no matter what you do or say. Sex happens because both people want it - meaning, you don't get that reaction.

If you're having sex with someone for the first time, then it's not unusual to start with kissing and see how comfortable everybody is with escalating as you go. If you're having sex with someone regularly, then it's entirely reasonable to suggest it.
