Not true, basically everyone who does this, does this accidentally, from my experience.

Talk louder, and begin talking sooner. You're probably talking too quietly/starting too late for the chatty person to register that you've started speaking.

I've noticed the host of the group would cut everyone off the majority of the time and the rest of the group would let them.

If absolutely necessary, hold up one hand in front of you, palm towards them, look them straight in the eye, and say firmly "Excuse me! I wasn't finished."
