Fan art is dependent on some aspect of the source material being liked. For example, hideous character models can still be expressive, and when coupled with good voice acting and serviceable plots can go a long way to overcome hideous models.

Also, character design has two distinct components. The art style, and the character specific identifying features. If a cartoon has an ugly art style, but the character specific features are good, it can be redrawn in a better style.
