How is he wrong? 99% of bitcoins problems could be solved by rolling out a new identity provider OK'd by major financial institutions and the EU, forced KYC at the wallet level with things like face scans and digital ID to ensure the right person is the one accessing the wallet and they're not a sanctioned individual, and then just freeze all the legacy wallets until they've updated to the new identity provider. It's seriously that easy to fix bitcoin and it also becomes quantum safe too.

it's not sha256, but ecdsa. many early wallets have had their public key exposed, which can be used to compute the secret scalar using shor's algorithm. but we're still quite far from a quantum computer capable of doing this

and yes, SHA2 is "quantum safe" because grover only reduces the brute force by half, but you still have 128bits of entropy which would take trillions of years

Quantum computing is a scam and they know it. The universe won't allow us a shortcut. Noise grows exponentially with qubits (to the point it's unusable), and supercooling means it will never be energy-efficient except in outer space.
Just like entangled particles won't allow us to transfer information faster than light; Einstein already thought we'd try that and clarified it's not a workable hack.

Its still not safe because the bitcoin network is not actually owned by anyone, so its not illegal to attack it since you aren't attacking anyone with any legal claim on anything, it would be "safe" if a nation state made their own blockchain that they claimed ownership of and insured with their national resources, but then it would be antithetical to the intentions of the bitcoin project.

censoring satoshi's wallets is only part of the solution. updating to a quantum-safe signing algorithm requires all users to transfer funds to a new address. since satoshi presumably can't access his many hundreds of wallets, he wouldn't be able to participate. And if the chain is hardforking to counter quantum computers, then it makes little sense to leave this problem only partially solved
