Alot of non millionaires are about to fomo their life savings of 5,000 dollars into this IPO to give millionaires billionaires and Elon exit liquidity? Am I reading this right?

You have to consider the Exciting Future Prospects, like SpaceX and Tesla merging to give Elon more control and create a $3T+ megalith with combined TOTAL revenue of about $100B. Or significantly less than BYD's revenue, this with a $100B Market Cap. Isn't the future exciting? Give Elon your money, today. And you can imagine what it might (but won't) become.
