I get ideas by looking around at what other people are doing and figuring out which ones have lots of demand and not much cost up front. That's usually services.

next I find out how much the service sells for and figure out if it's worth doing. Usually by calling someone in my area and asking what they charge for whatever.
Then if it's worth doing I'll check with my friends and family and see if I got people willing to do the work. If it's specialized I'll wait and put a help wanted ad in the paper and on socials later.

Next I go around to potential clients and see if they'd be interested in hiring my business for slightly less than the going rate. If they say yes I'll draw up a contract to deliver and get it signed.

once I have some sales I'll go buy a business license, checking account, equipment, supplies, insurance, and hire some help. Probably get business phone and internet set up so clients aren't contacting me on my personal phone. Then go do the contract as agreed.

In real life I already own a business so what usually happens is one of my clients says, "do you know someone that does X?" and I either give them the name of someone I know or figure out how to do it myself and then I end up starting a new business just because one client wanted a service I don't offer yet. That's much easier since I can often just add the service to my existing business without buying all the tax and admin stuff again.
