To be frank, it seems some details make it different from FROWN SAMA.
For one, behind the glasses, it's obvious no eye patch cord.
Two, FROWN SAMA has a small crown in his uniform. The little. Banana thingie(TM). This blue nug has no such thing, but has its hair styled in that manner.

Therefore we must conclude, though it is not FROWN SAMA, it is a fan of FROWN SAMA.
