Zeon is having a rough time finding his place in the world. He's teased by other boys his age because his father is in the civil military maintenance division of the city vessel they live in, but his mother is an artist that makes art for those with nothing better to spend their money on. His father married upwards in the social ladder, and Zeon doesn't know which of their footsteps he wants to follow in, he's naturally gifted at painting, but many scoff at painting and view it as archaic, outdated, and pointless, so he's being pushed towards the military after his father even though it isn't where he wants to go. It doesn't help that he's shy by nature, and all the artisans that he's met by association of his mother view him as a peer because of his talent, and that puts a spotlight on him he doesn't like. He feels trapped in his own life because the path he wants to take puts him in a position that directly conflicts with his shy nature. To make things more confusing at this time in his life, one of his father's subordinates in the military branch is also his best friend in spite of the fact that he is only 11 years old and the man is twice his age. He's a maelstrom of confused emotions and ambitions that tear him in opposite directions.

There, I've provided the setting, a starting point, and some conflict. If you guys want the story made someone else has to take a turn.

Needs more drama. There is a war on. Nothing existential, but still enough that he sometimes fears for his father's (and the adult friend's) safety and that threat to his own is a factor in his decision to join up or not. Both in that he obviously doesn't want to get maimed or killed, but also feels like he'd be a coward if he ran away from it. This is compounded by guilt that his mother's connections giving him an easy out that other boys don't have access to if he really wants.
His father doesn't actively pressure him to become a military man. But Zeon can tell he'd be disappointed if he didn't. It's been a family tradition for generations. For her part, his mother is adamantly opposed and does actively pressure him to become an artist like her instead. The adult male friend is the only one who doesn't judge him one way or the other, seeing the merits and drawbacks of both paths and encouraging Zeon to discover for himself what he really wants and pursue it.

So here is my take on the starting point of the story, as there were only two suggestions thus far.
When the story begins, the human empire (name pending) is at the height of its extent. The spacefaring megacities are used to dominate the regions and planets; each is equipped with destructive orbital weapons.
Zeon (11) is serving as a secretary aide to the Governor of this megacity. The city has an issue with different factions becoming too powerful and trying to enforce their own rule in their floors, becoming a nuisance to the Governor.
Zeon was tasked with negotiating with the leaders of these factions. He is accompanied by an older veteran of the armed security guard (42). While negotiating with a boss of the local mob, it turns out that the Boss is actually a cosmic monstrosity that infiltrated the city...

Not a fan of Minato, even as a shota. I think that Kishimoto wanted to avoid father and son from looking the same, so Naruto was given distinct facial details from his dad (with his mom ultimately being revealed to be the source of those details when Kishimoto got around to designing her; he would repeat the same with Boruto drawing a lot of his facial details from Hinata to avoid looking too much like Part 1 Naruto with a different haircut and jacket), likely to avoid the still pretty obvious relation between the 4th and Naruto. As such, when a kid version of Minato was eventually shown, the design is basically worked backwards from his adult self, and I feel like it kind of shows, if that makes sense.
