I havent submitted one but I'd also put Killua there. He has one of the most well written and drastic character development arcs I've seen in anything, shotas not included. I actually think Gon is the more interesting and well written sho out of the duo (but Gon is more of a static character in terms of arc), but in terms of development specifically, Killua is crazy how much he changes. (he's also cute and a lot of his development centers around Gon which is a plus)
