In a universe full of crimefighters and superheroes, why or how did nobody else solve the murder of the Waynes? Weren't Alan Scott and the JSA headquartered in Gotham? Was Joe Chill just really that cunning a criminal nobody solved it?

I've no idea what the continuity about it is now, but at points, Joe Chill got arrested by regular cops fairly quickly, and that was the end of it. So there was nothing much to solve.
