From Crisis in the mid 80s, DC editorial had a hardline rule that Superman was the only surviving Kryptonian, and writers kept having to find ways to work around that rule to have versions of Supergirl and Zod around. After Loeb finally got to break the rule and introduce a modern version of the real Supergirl, we eventually got a real Zod as well, so nobody's felt any need to bring this guy back, though OP was right about him being a good villain right up until his last appearance where he just lost his powers instantly and died.

IIRC this Zod storyline and the 'Return to Krypton' plot during that era both had to be changed mid-run because of DC wanting Waid's Birthright mini to be the 'official' new Superman origin at the time.
