How about you start with 50 mile radius first? Even 500 is achievable with something as simple as 137 kHz MEPT.

Alternate idea:
Use a 9v battery, a timer chip and simple circut, and a cheap little tweeter speaker, to create a simple device that beeps the moorse code.
Then put the plans online.
Everyone can build them for a few dollars and hide them in public places to beep the gamer word at everyone in earshot.

I say just do it on CB, there is a much lower barrier to entry and tbe equipment is much cheaper. I live in tbe northeast and was able to chat with a guy in Oklahoma, it was awesome and I'm telling everyone to get a cb now. With the base station, antenna and coax I spent about $200 total.
