I want to experiment with this old motherboard, which is basically an all-in-one. I managed to upgrade it with a decent i5, but I know it can handle a fourth-generation i7, 2x8GB 1600MHz G.Skill RAM, and a 512GB M.2 SSD. I'd like to add a low-power external graphics card, but I don't know which connector/adapter to get for the M.2 port. Also, what use can I have for the COM2 port these days? Just for experimenting and messing around for a while.

Why? How is a sandy bridge motherboard going to run a 4770?
You need a usb4 or thunderbolt connection for an external gpu and they are stupid expensive for what they are. You are better off just selling that and getting a newer motherboard. AIOs are meant for your average user, not for upgrading.

Should probably know what it actually means before pointing fingers. It isn't the "GPU out pacing the CPU".
What it actually means is that the CPU cannot keep up with the GPU's demands for processing power. Almost all GPU functions place some burden on the CPU for handing out commands, accessing system memory, accessing system storage, etc. If the CPU can't provide enough support to the GPU, the GPU will never run at full capacity, which makes the CPU a bottleneck.
So no, it isn't the "GPU out pacing the CPU". It is the CPU not being able to provide enough support for the GPU to run at full load.

To play devil's advocate, he's planning to use a low-power GPU. His PSU probably isn't going to handle anything higher than 100w. It's unlikely he's going to run into that issue.
It's a case of will it work? Yes, it will probably function. Is it worth the money? No.

Okay, so what I have available is this adapter and a small USB 3.0 NGFF, but it's reversed, so the USB connector is upside down. Anyway, this whole thing is just for experimental curiosity. In this case I would go for the i7
