Pants,probably cargo shorts, but even then we can go deeper into it. Cargo shorts can look decent if the cut and design is right. Mil aesthetic is pretty timeless, so the worst you could do here is probably very ill fitting, cheap looking polyester cargo shorts. Color, not sure. Neon pink, maybe?
Upper body is harder, heavily depended on physique. An oversized t-shirtb would probably work best for making a decent physique as unflattering as possible. If the person in question is fat, you want something that accentuates their terrible body, so ideally something undersized. A dirty, wrinkled wifebeater seems like a decent choice.
