is freshly installed fiber better than fiber that's been in the ground for a while?

No. Aged fiber is better because after a while they settle in the ground and the light has solid, proven paths. Fresh fiber is subject to forces from the dirt settling and tubes bending. You never know if fresh fiber will survive or not, while older fiber is proven.

I get my fiber weekly from the local fiber butcher. If you can, get fiber on the spool, fresh crimped for you.

After a while old fiber bends due to compression of dirt making the light have more resistance to find a clear path
