it doesn't really make sense that you'd need a phone number. twitter explicitly allows bots. so it's not like a spam prevention thing, or a human verification thing. maybe convenience for the end-user, or security through 2FA, but if they opt out of that, what's the problem?
i just don't think it should be mandatory. to the extent that i really can't come up with a reason to make giving out your phone number "required" for any website at all. it probably should be verboten to require it.
