It has nothing to do with credit card companies and everything to do with the publisher (in this case Fantia) wanting to minimize risk of becoming the head on a pike for Article 175. The problem with this train of thought is the authorities can still arrest them even with the new change to Fantia's ruleset because what is and isn't uncensored is entirely arbitrary and up to their judgement. Just because the "correct censorship" in >>8883902 is "correct' today doesn't mean it is "correct" next week when those cops have a change of thought on what is censored or not. It's completely corrupt like that, that if the cops want to make some easy money "doing their job" arresting people then they'll just go after the people making porn whether or not they had the girls in full burkas or not. Does the petition have any system to lead to actual action taken? If it's a change.org petition or something similar, then I can't see why the Japanese government would give a fuck, especially if a lot of those signatures could be from foreigners.
The EU Initiative petitions work because they have a system where EU parliament must at least hear them out if they get 1M signatures. If Japan has nothing similar, the government will likely just ignore it even if it got 100k+ signatures.
