I know some malay area groups had women go barechested in the napoleonic period, and while that's 150 years too late I have no reason to think it a recent trend back then.
You'd be shocked by how low necklines went in the second half of the 17th century in Europe too, but it wasn't on the verge of exposed nipples until way later.
All in all it does not look implausible wear for half breed women, especially ones described as being a loose set.

Also bear in mind that female top underwear such as corsets or breast bands either were rare or expensive for the majority of the population. In addition that bare chests were not inherently seen as too sexual as women would also need to feed their infants
