Just balkanize it already. There are only so many intrastate ethnic divisions in the world that rise to the level of territorial conflict. Make the border fixes that will stop wars and then placate the remainder with autonomous region policies. Myanmar? Stabilized. Congo? Stabilized. Iran? What are ethnic Persians going to do if they don't like it? Invade the Balochs after nation-building makes them even harder to subdue? Anger the Sunnis? No. Stop whining about your territorial integrity and just appease the foreign national groups the colonialists forced you to deal with.
