Basically some commie wrote a book about him in the 90s where he exaggerated the death toll by pulling numbers out of his ass and in the age of social media the book got rediscovered by Facebook slop merchants and resentful thirdies

It goes much further back than that. Mark Twain wrote something called King Leopold's Soliliquy, attacking him and the Belgians generally for being responsible for what he considered one of the two greatest mass human rights abuses of his time (the other being Tsarist Russia). And Joseph Conrad's Heart of Darkness was based in the Belgian Congo.

He still deserves to be slandered for starting the Scramble for Africa before his little Congo adventure nobody wanted to have anything to do with Africa because it was full of disease and savages and messing around there would have disrupted the post-Napoleonic balance of power
