They exist but it's not as common (maybe 1 out of 5 or 1 out of 10). Usually it's literally because the commissioner is broke but still want to commission that specific artist. These dont get posted often

Consistency and content is more valuable than quality. I've seen absolutely dogshit artists who've been at it for 10 years and never noticeably improved who make bank off of comms just because they can shit dozens of them out in a day, and because they draw relatively uncommon things that have target audiences with low standards.
