is it a meme drawing? Then don't expect a follow unless you constantly put out meme drawings that constantly goes viral where people will recognize you then you will get followers. For fanart, unless you actually have a decent or somewhat unique artstyle then don't expect followers from that as well.

From a consoomer of my xitter feed, this is my POV. If I like someone's art, I first check their posts before following. If I like 1 or 2 more works from what I see I hit follow.
I will immediately back out and NOT follow if all I see is words words words from the artist who xeets their opinions about random shit. Same if they post a bunch of shit like what they ate at a restaurant x1000. Why do they think anyone cares? Also if 90% of your posts are rexeets from others I'll just follow them then if they aren't guilty of the shit above.

That's just how algorithms work now. Just look at youtube trying to outright suppress the subscription tab now since every channel gets most of their views from non subs in current year. Despite the fact they crafted the algorithms to have that kind of result. Other websites also clearly follow this trend.
The other posters also make a good point. If I see a piece I like, usually for a specific characters but it's clearly a one off, i'm not dropping a follow. God forbid if there's a ton of non art stuff (food pics) in their media tab. Usually because I'll have the mindset of not wanting to risk the chance of what I do like getting diluted. Every potential follow becomes a gamble in what gets retweeted too.

Yes, another one is if their media tab is POLLUTED with reaction gifs/memes in various threads they were having a conversation in. Why do they do this?
For the food pics it's always funny/sad to me that their art gets tons of likes, and their random food pic of goyslop they ordered at some fancy restaurant gets like 2 likes.

Because the social media/follower model of art consumption is retarded. Just because someone likes a piece of art you have done does not mean they want to follow and be subjected to whatever other random shit you post. I fucking hate that actual art gallery websites, with actual categories and useable search to narrow things down to specifics have fallen out of fashion and now it's all endless scrolling feeds of random unrelated bullshit.
Even DeviantArt (before they ruined it with the "redesign") was better than the shit situation we find ourselves in now.
