why is bremen separate from the rest of lower saxony?

They were big enough to retain special priveledges from hansa times, but small enough to fly under the radar.
Originally Lübeck and Oldenburg were also independent states, but Lübeck was too small and irrelevant, and Oldenburg held too much land and became a target, so the zainichi britishers let them get annexed by the other federal states

Bremen, like Hamburg, was historically its own thing; Hanseatic City State and Free Imperial City. Most of those Free City states were absorbed into larger entities over time, Lübeck being absorbed as late as 1937 leaving only Bremen and Hamburg. There were serious talks of handing Bremen over to Lower Saxony after WW2. However, the British occupied the northwest of Germany and the USA the south. The Americans wanted their own port and therefore insisted on Bremen (and its port city Bremerhaven) retaining its state status and being under American control.
So, the answer is effectively the USA.
