The call to prayer was in almost everywhere Turkish for 18 years from 1932 to 1950. By 1941, it was forbidden for mosques to have an Arabic call to prayer. When a different party than the founding party won for the first time, they said they would remove the Arabic call to prayer ban to appeal to the retarded Muslim vote.
Since then, there is no law about what language the call to prayer should be but it has been in Arabic everywhere because religious Muslims think the Arabic language is holy.

The Prophet approved of it when Umar Ibn Al Khatab (later to be the 2nd Rashidun Caliph) also said he had the same dream. Once the adhan was codified, it must then be recited in Arabic for the above reasons. The first person to proclaim the adhan was the freed black slave, Bilal ibn Rabah due to his powerful and melodious voice.
