There's no way to obtain an overwhelming majority of fangames without piracy. You can get those games (and the official fighting games not on Steam) from AKIBA-HOBBY, they ship internationally too (see image). The real loss is the fangames. Whether you can get any given one of those is completely up in the air.
I think Mirenva archive may have a decent subset of them as torrents, they had everything myrient had and it looks like on the order of 200GB of zipped fangames. Who knows if that's everything moriya had though.

Good news, I can confirm that Mirenva Archive has Seihou (under the touhou project collection), and since it just came online there should be enough seeds going on that the download should be relatively speedy. In other news, the third one is literally free on DLsite right now if you use coupons. 1 and 2 have had source code releases, but without the assets they're not that useful.

I decided to look around on the net and some redditors (bleh) mention that a user called _tormentium which handles the domain decided to go rogue and give it over to Shanghai Alice/redirect it there, apparently their discord is in confusion and disarray but most people still want the site to exist.

My guess is that, unless the person who fucked with the domain owns the servers, they'll recreate the site with a new domain or something.
