It doesn't seem like a lack of interest from uploaders. M3 still gets a shit ton of uploads and even Reitaisai has more albums uploaded than the last couple of Comikets.

From what I can tell, Comiket is largely a Corporate/General Otaku event and has been for a while now. While it does have some doujin releases, it's more out of tradition rather than it being the logical place to release circle group or self works. And it's more for bigger/well know players in those scenes, rather than the little guy. Also, it's pain in the ass to go to now and not a good way since it's gotten so big.
I still find it amusing people believe that Comiket is this big event for indie/doujin stuff when M3, Reitaisai, COMITIA, and etc. Have all taken up that roll.

I looked into it a little more, and while that might be true, it doesn't paint the whole picture. There was a significant drop in releases from C97 in 2019 to C98 in 2020 and it never recovered since then. It seems like while Comiket was shut down due to covid circles found other avenues to release their stuff, both online and at smaller events, and their audience followed.
In hindsight, it's lucky that Comiket didn't shut down entirely.
