For me it's Former Hell, it always felt like the most magical place in the franchise considering it's below ground and saturated with the supernatural, plus the residents have no rules which mean they can party however they like.
Also it's where best girl Koishi lives.

I too am partial to former hell because my oni wife lives there. That said, I have a soft spot for Youkai Mountain too. It seems like it would be a beautiful place.
