from what I'm seeing here, from early one users joked that the administrator was a beautiful woman and decided to portray her with a picture of an early net idol "Tokyo Castella" (also seemed to have rumours that she was actually a man back in the day but I don't know if she was used to portray the admin because of that"
later someone made an actual drawing and the admin started being portrayed more by that design, if you look at her art you'll notice she poses with her finger on her mouth a lot, that seems to be taken from the net idol

Discord. It's always Discord. Also X the everything app, but it's mostly Discord for chat.

Futaba is by far the most active, though almost all of the activity is on 2 boards. Both of them are faster than the fastest boards on 4chan (I think, just from doing some quick math to calculate posts per minute) but the rest of the site gets very little activity.
Mebuki and aimg are both fairly active, maybe comparable to one of the boards outside of 4chan's top 5 or 10. I don't know anything about any other sites though.
There is a site that monitors and compares activity for all of the well known JP anonymous message boards but I don't know it.

There are japs who use IRC, and if I remember correctly I've seen a few small communities advertising their IRC channels before too. Though between their tiny population, how hard it is to find a wild jap, and the fact that most of them are probably in private channels I would not recommend going out of your way to search for them on IRC.

Not from what I've seen, no. The admin is pretty active and a lot of those topics are banned/restricted. It's pretty similar to futaba otherwise, some of the same generals are there. They have a site tan they draw a lot.
It might be faster than aimg? I'm not entirely sure since I don't use that site nearly as much to compare.
