Why is it such a great idea for a submarine to launch a UAV?

You don't launch it from some sort of tube. You have a box with a cable tied to it in some sort of hull recess, you winch it upwards to the surface (box is positively buoyant), box opens, drone flies out and looks around, then either lands back in box (which closes and is pulled back), or falls into sea and sinks (depending on how disposable you made the drone).

Sneakiness. Subs are super stealthy and drones don't need to be retrieved so if you need recon data in hostile airspace you can sneak the drones in with a sub, transmit the recon data in the clear, and then lawn dart the drone into a rock.
