No it shouldn't. Straight people are fine with women wearing suggestive outfits in public but queer people can't do that? Not to mention that having a fetish is not purely sexual, just like any attraction it has both sexual and non-sexual modes. People just don't want to re-evaluate their misconceptions about these things. Obviously straight up being naked or waving dildoes around is beyond suggestive, I am only talking about things that are no more "obscene" that whatever suggestive skimpy fashion women often wear.

I saw a girl with short shorts in public before and felt as weird and awkward as if she was a 6'0 hon.
I think its weird because it comes off as sexual and showing yourself off in a public place where you shouldnt be doing that.
but maybe thats just me, some people have so much transphobia I guess they're ok with a woman damn near wearing a tight bikini in a walmart but it crosses the line when its a man dressing like a girl, I feel like a sane person wouldnt be ok with both though.
AFAIK though majority of places do have dress codes, like you cant obviously walk into a restaurant only hiding your nipples and wearing very small shorts, they'll kick you out.

A tutu does sort of the opposite of showing you off. Except I guess up top it's aggressively body shape concealing. Might be one reason hons like them.

I didn't really try to loudly force the "girl" social signals and instead let people figure out for themselves what I was. But things were also different for me because I'm literally 4'11.5" and very not traditionally male shaped. I don't really think it's fair to impose my strategy on others,
