He would agree. He regressed as a writer during his drug phase and did not start progressing until he sobered up. From a strictly writing standpoint, A Scanner Darkly is the novel that should have followed High Castle. He had a few decent novels between the two but they were still mostly regressions.

Without the drugs and the subsequent sobriety we never would have gotten A Scanner Darkly. Sure he would have progressed more as a writer but we don't know that would have been enough on its own. Drugs and alcohol and addiction are a fact of life and "drugs bad" completely misses the point of A Scanner Darkly, PKD and reduced both to a limp PSA. Moralizing does more harm than good.
